Committee reviews one‑year substitute staffing award to Kelly Services; estimated $25 million

Procurement staff presented the recommended one‑year contract award to Kelly Services for substitute teachers and substitute educational assistant temporary staffing. The presenter said the contract resulted from an RFP and listed an estimated amount of $25,000,000 for the fiscal year, funded through operational and grant funds.

Executive Director of Budget David B. Hill provided context for the ask, stating: "Approximately, it was about 22,000,000 that we spent this last year... our 3 year average has been right around 24,000,000." Hill said fill rates have been roughly 90% year over year and staff do not anticipate exceeding the requested amount under current assumptions; the $25M was described as a conservative planning buffer. The committee included the contract in its recommended consent package to the Board.
