Principal Planner Rachel Smith summarized staff analysis and noted the site’s location in Chatham County and that concurrent annexation would be required. She said a preliminary analysis found the proposed density (about 1.86 units per acre) fits the Imagine Cary low‑density guidance for the area. Smith also noted nearby environmental and circulation features — the site abuts Army Corps parcels and is within the Jordan Lake watershed overlay, which will require on‑site stormwater control measures.
The applicant’s representative, Andy Porter of TMTLA Associates, described the parcel, noted no existing homes or streams on the site, and compared the request to adjacent approvals. Residents who attended the hearing asked about pedestrian safety on the narrow Pittard Sears Road, driveway access to the NCDOT collector road, stormwater/runoff concerns, and tree‑preservation buffers. Staff and the applicant explained that additional details will be addressed at the development‑plan stage and that NCDOT permits would govern access on the state‑owned collector.
Council did not take final action and the items were referred to the Planning & Zoning Board for review and recommendation, with staff available to respond to follow‑up questions about buffers, connectivity and site layout.
