Council approves Kalec Senior Living rezoning with conditions to protect greenway and neighborhood character

The Cary Town Council unanimously approved a rezoning ordinance on July 23 to allow a life‑care community (Kalec Senior Living) on roughly 7.4 acres at 1005 and 1017 Reedy Creek Road.

Planning Manager Aaron Puckett told council the applicant offered zoning conditions to limit uses to a life‑care community or nursing home, set a minimum of 40 and a maximum of 75 residential units, cap building form to one story/35 feet, and construct a greenway segment and multimodal path along North Harrison Avenue. The Planning & Zoning Board had recommended consistency with the Cary community plan by an 8–1 vote earlier in the year.

Puckett noted the site sits within the PRCR greenway corridor and the applicant increased setbacks and the greenway separation following the board review. Council members asked technical questions about the meaning of a one‑story/35‑foot height condition and whether a design could include higher interior volume. Staff said the condition allows flexibility for institutional building forms with higher ceilings while keeping an overall one‑story appearance.

Council voted to adopt the statement of consistency and the rezoning ordinance unanimously.
