Director Rich Phifer described how changes to the site—deteriorated fencing, bridge replacement, a guiderail and gas-line work—have made roadside parking on the east shoulder impractical and prompted vehicles to drive into the meadow to reach Valley Creek. Board discussion recognized the area's long-standing use by anglers but concluded unregulated vehicular access should be prevented.
Representatives of the West Chester Fish, Game and Wildlife Association, including Steve Estberg and George Poole, told the Board the location is important for public fishing access and for the Association's annual trout stocking activities. On motion by Harry Hatzipavlides, seconded by Kevin Jones, the Board unanimously recommended the Board of Supervisors authorize improvements to the west shoulder to allow a stabilized shoulder parking area for approximately two to three vehicles, install a line of boulders to define the parking limit, and revegetate disturbed areas beyond the boulder line. The recommendation is advisory; the Board of Supervisors will consider formal authorization and any funding or permitting requirements.
