Director outlines CASPER findings and personnel changes; interim manager named

Director David reported that Buncombe County conducted a CASPER (Community Assessment for Public Health Emergency Response) assessment last summer and that the results were presented at the National Association of County and City Health Officials conference. "We did a CASPER assessment here in Buncombe County last summer and learned a lot from it," he said, and highlighted that mental-health impacts showed strongly in the data.

David said emergency-preparedness staff Nathan Green presented CASPER findings at NACCHO and offered to bring the slides to the board. He also announced staff transitions: a longer-serving staff member, Philip, has retired and Kimberly Fullerton is serving as interim program manager over economic services. "Philip has retired... Kimberly Fullerton... she is the interim program manager over economic services," he said.

David reviewed implications for upcoming work including expectations for executive committee participation, attendance standards for board membership and the vetting role executive committee plays for new candidates. He encouraged board members to take part in the executive committee process and said staff would present CASPER findings at a future meeting.
