Board debates how to hear staff and public without breaching open‑meetings rules; ad hoc committees, town halls, and focus groups proposed

Board members revisited unfinished business on how the board communicates with staff and the public. Legal counsel explained the limits imposed by sunshine laws and the open‑meetings act and recommended publicly noticed formats that allow board members to hear input without triggering prohibited gatherings. "We have to always be focused on how can we do this in a way that's compliant with the sunshine laws," the counsel said.

Members discussed options: ad hoc committees that could study and report back; town‑hall listening sessions that would be publicly noticed; focused study sessions or standing agenda study items; building‑based appreciation meetings with open mic; and community advisory panels charged with topic‑specific recommendations. The board asked staff to collect proposals and return with a plan and suggested timing for running pilots in August and September.
