Road supervisor Todd Henry described an alternative to a full closure that would keep work within existing easements and operate as a single-lane detour, one lane at a time, but conceded the approach would lengthen the schedule and increase costs. Staff said the state and the Army Corps had approved aspects of the project but the BLM permit remained outstanding.
Commissioners and staff discussed whether a 'quick fix' patch (costs discussed in the $300,000 range by staff) followed by full replacement later would be financially feasible versus paying up-front for a more complete fix (estimates cited ranged into the millions for box or egg-shaped culverts). Staff warned that quick patches could still require replacement at a later date and that reimbursements from state programs would affect the county cash flow.
No irreversible commitments were made; staff will pursue permit status and return with financing options and a recommended schedule.
