Staff said the Aquifer Protection District is exploring consultant estimates and that the county and district could pool funds for a neutral expert. Ben Tarbutton offered to follow up with the protection district and provide draft moratorium language and a consultant list for the planning commission and the BOCC. Commissioners emphasized the need for a neutral, site-appropriate scientific basis to set any separation distance or mitigation standards, noting site soils and recharge variables differ across the Rathdrum Prairie.
