Commissioners consider a short moratorium and neutral hydrogeologic study for mining permits

A majority of commissioners signaled support for pausing action on new conditional-use permits or renewals related to restricted surface mining until neutral hydrogeologic data are compiled. One commissioner proposed a one-year moratorium to give the county time to commission a study; staff agreed the moratorium concept is feasible but noted the BOCC would need to adopt it.

Staff said the Aquifer Protection District is exploring consultant estimates and that the county and district could pool funds for a neutral expert. Ben Tarbutton offered to follow up with the protection district and provide draft moratorium language and a consultant list for the planning commission and the BOCC. Commissioners emphasized the need for a neutral, site-appropriate scientific basis to set any separation distance or mitigation standards, noting site soils and recharge variables differ across the Rathdrum Prairie.
