Council discusses downtown blight, ponds, city facilities and long-term land-use planning

Council devoted a substantial portion of the retreat to council visioning and longer-term downtown planning, focusing on three recurring themes: safety, cleanliness (code enforcement) and infrastructure. Members discussed a "broken window" approach to graffiti and prompt cleanup, more consistent grass-cutting and a unified trash strategy for downtown alleys.

Council also reviewed a detention pond and adjacent properties near Main Street and discussed using the city-owned lot next to the library for future projects tied to the county or a development authority. The mayor and several council members asked staff to develop clearer timelines and a five-year planning map so expectations are aligned. One council member raised the question of the county health department's rent-free occupancy of a city building and asked staff for usage and cost data; staff noted the agreement has time remaining and that federal/state rules can constrain options.

Members urged staff to continue annual or regular department-head briefings so council understands operational realities and to prepare studies (engineering, feasibility, funding) for any major facility decisions, including potential renovation or sale of the aging city hall building.
