Commission orders repair or demolition at 1017 South Ash after staff finds building unsafe

City staff recommended the commission adopt a resolution ordering repair or demolition of the multifamily structure at 1017 South Ash after inspectors found extensive deterioration and a history of fire damage. Staff said the code requires demolition rather than repair if estimated repair costs exceed 50% of the structure’s fair market value and reported Franklin County appraised combined building value and land values in the memo. Staff also noted multiple letters requesting repair plans and reports had been sent with no response on file.

Occupant/owner Mr. Fox spoke at length about access to the property, prior fire incidents, and the need for a structural engineer to assess the building. He described a July 11 night fire and the difficulty obtaining documentation and making repairs while portions of the property were taped off after emergency response. “I had a gentleman in Apartment Number 7 … started the place on fire about 11:30 at night,” Mr. Fox said. City staff and the city attorney clarified that even if a condemnation determination is made, the owner retains the right to pull permits and pursue repairs within the time specified; the commission adopted the resolution by roll call vote (unanimous yes). Staff said they would monitor submissions of engineering reports or contractor permits and could return to the commission to request extensions if owners show progress.
