Bodwell Engineering presented a re-subdivision application on July 23 to split existing Lots 4A and 11A (approximately 85.75 acres total) into three parcels, expanding Lot 4A to roughly 28 acres and creating Lots 11B and 11C. Engineer Keith Bodwell told commissioners the plan provides 15.01% open space, sited adjacent to state-owned land and a downhill neighbor, and that soils were described as "all sandy loam" with "no soils indicative of wetlands." He also reported that driveway slopes meet requirements (maximum 12.9%) and that the Torrington Area Health office provided feasibility approval.
The commission reviewed subdivision regulations — including natural features, stormwater management, driveway slope limits, monumentation, underground utilities and erosion controls — and deemed the application complete. A motion to accept the application passed unanimously; a public hearing was scheduled for August 27, 2026 at Town Hall. Commissioners recorded the acceptance in the meeting's action log.
