On July 23 the commission heard a pre-application presentation from Bodwell Engineering on behalf of Habitat for Humanity for three single-family homes on a 2.7-acre parcel off River Road. Engineer Keith Bodwell explained the concept: "Proposal for three single-family Habitat homes on a 2.7-acre parcel," with each house served by separate well and septic systems and proposed as 100% affordable units. He also noted Habitat would retain ownership of the land through ground leases and that the project is expected to proceed under CGS 8-30g because the site lacks sufficient frontage for three conforming lots.
Commissioners reviewed applicable 8-30g requirements and discussed the affordability plan, including a potential 30-year affordability duration, deed restrictions and ground-lease mechanics. Commissioners also flagged health and safety review standards and public communication expectations; the applicant indicated a formal submission is anticipated next month. The pre-application was informational and no formal action was taken.
