Planning Director Jeff Darrow told the committee the county has procured a Deckard platform to manage registration, payment processing, and enforcement monitoring of short‑term vacation rentals. Darrow said Deckard provides a web portal for applicants, an enforcement tool that 'scrapes' hosting platforms to compare live listings to registered units and a workflow to manage annual fee notices.
"We've already got a platform on board called Deckard," Darrow said, describing the vendor as "an enforcement platform that monitors what's going on around the island as far as licensed STVRs, unlicensed STVRs, and so forth." He said the county will connect Deckard to the EPIC system and GIS through APIs so applicants can receive a conditionally approved registration number on submission that is tied to permitting and zoning checks. Council member Heather Kimball urged members to review Deckard demos and requested that staff share the RFP prior to first reading so the committee can see the features sought in procurement.
