Resident urges audit of county’s 89-day contracts, cites opaque reporting

A resident testifying remotely urged the Hawaii County Finance Committee on July 22 to demand a full audit of the county’s recurring 89‑day contracts and executive appointments, arguing the current quarterly reports omit key categories of short‑term hiring and hide the county’s reliance on retired administrators. "A self inflicted cycle of inefficiency that damages employee morale and locks local workers out of long term career advancement," the testifier said in oral remarks submitted in addition to written testimony.

Human Resources Director Summer J. Tokihiro told the committee the quarterly reports transmit the information required under county code and that, in her view, the quarterly filings "give you the information on all of these contracts." Council members pressed for clearer reporting after the testimony; the clerk then closed the public‑testimony period. With no further deliberation, the committee moved to close the files on communications 98.5 and 98.6 as presented.
