The Preston County Board of Education approved three memoranda of understanding at the July 24 meeting to expand partnerships supporting early childhood education, student behavioral health and teacher preparation. The board voted 5–0 to approve: (1) an MOU with North Central West Virginia Community Action to operate a collaborative preschool program for the 2026–27 academic year; (2) an MOU with Valley Healthcare System to establish a collaborative relationship to meet enrolled students' behavioral health needs; and (3) an MOU with Marshall University to provide high-quality clinical experience placements for pre-service teachers.
Board members noted that the preschool MOU reflected no substantial changes from prior years and that, where potential conflicts existed, members could abstain from votes. Superintendent Martin indicated the agreements were consistent with past practice and the board approved all three MOUs without objection.
