Planning staff reported June planning application totals were slightly down (28 in June vs. 43 the prior year) but said larger projects are forthcoming and that the staff report for the Woodward pit relocation/modification hearing is being finalized for a hearing scheduled on the 29th. Staff said the record for that hearing will remain open through the hearing's start and that the hearing officer will consider whether to initiate modification or revocation proceedings under the county code.
Staff and commissioners discussed whether commissioners should attend the hearing in person. Staff warned that because the hearing officer's decision could be appealed to the board, commissioners might risk procedural objections if they participate; county counsel recommended caution and said commissioners should consult counsel before attending to avoid potential ex parte concerns. The hearing will be available by Zoom and posted to YouTube, and staff encouraged members of the public to submit evidence and arguments before the start of the hearing.
