Planning staff requested that the commission recommend approval of Resolution 2026-57 to extend the project's vested rights for the Franklin 1st United Methodist Church PUD for two years, to October 10, 2028, "to allow the applicant to secure any necessary permits and commence site preparation." Staff noted that the PUD revision was approved by the Board of Mayor and Aldermen on Oct. 10, 2023, and that the revised plan includes about 6,180 square feet of nonresidential space intended for a county ambulance and emergency services facility on a site of roughly 104 acres.
Staff explained that the approved site plan had not completed the one‑stop review and that permits had not yet been pulled; without an extension the entitlements would lapse and a new development plan would be required and evaluated under current standards. Staff recommended approval with conditions; no public comments were recorded and the applicant did not attend the meeting.
The planning commission moved, seconded and voted unanimously to recommend Resolution 2026-57 to the Board of Mayor and Aldermen.
