Landowner and SLVD disagree with town over control of Hemlock Road segment

A dispute over control of the dirt portion of Hemlock Road beyond Beach 5 surfaced at the July 16 meeting. Landowner Jimmy Hueber said the Town of Gilmanton told him it planned to take back the private portion of the road and that his building permit was denied on that basis.

Road Agent Brian Palmer told the board he had already granted Hueber a driveway permit and said he was not aware of any town action to reassert control. Multiple SLVD members said the referenced segment is maintained by SLVD and considered private. Brian Palmer said he would contact the Town of Gilmanton for clarification of the town's position and any formal notice of acquisition.

The board did not receive formal notice at the meeting and took no vote; next steps are to seek written clarification from the town before any change in maintenance or access policy.
