Tigard unveils River Terrace 2.0, a nearly 500‑acre neighborhood planned for about 11,000 residents

City Councilor Tom Anderson announced that Tigard is planning "River Terrace 2.0," a new neighborhood on the city’s western edge described as nearly 500 acres and expected to provide homes for about 11,000 future Tigard residents. Anderson said the area was added to the region’s urban growth boundary in 2023 and will eventually be annexed into the city.

Anderson outlined six goals the council has used to shape the project: housing and affordability, vibrant business areas, multimodal transportation, parks and gathering spaces within walking distance of homes, protection of natural areas and wildlife habitat, and cost-efficient, sustainable infrastructure. He said staff are preparing a community plan and updating the development code to guide growth, with work expected to be completed by mid-2027 and first construction potentially beginning in early 2028. "River Terrace 2.0 is an opportunity to create a welcoming, connected, and sustainable neighborhood that serves Tigard for generations," Anderson said.
