Developer seeks eight-inch water tie-in for planned five-duplex project tied to pump-station negotiation

The property owner outlined a proposed redevelopment of the parcel that would add five duplex units and asked the commission to allow an eight-inch tee off the new main so he could bring service onto his property and stub a curb stop near the development.

Speakers explained the eight-inch pipe had been added to contractor plans and material lead times made it too late to revert to a four-inch line. Commissioners noted the town ordinance generally requires developers to pay for extensions of water and sewer to new developments, and asked staff to provide a firm cost basis for the upgrade and to confirm capacity. The commission discussed whether a negotiated trade (cash or in-kind work from the owner in exchange for land or other concessions) should offset the developer's obligation; they asked the owner for a cost estimate from his contractor and for staff to calculate the town’s net cost difference between the existing plans and the larger pipe.
