Oxford approves drainage spending for Mill Street, authorizes Market Street channel drain with procurement caveat

Commissioners authorized multiple small-to-mid sized expenditures on July 26 to address localized drainage and stormwater issues.

Katrina (Committee member, Speaker 2) moved to authorize the town manager to facilitate expenditures not to exceed $150,000 for materials to complete Mill Street drainage improvement plans; the motion was seconded and vocal assent is recorded. The authorization allows staff to begin contracting and material procurement so work can proceed.

Separately, commissioners considered authorizing up to $10,000 to pay for channel drains and materials for work on Market and Jefferson streets to be completed by town staff; staff cautioned that some concrete work could push the total for that job above competitive-procurement thresholds. Holly, the town manager, said informal pricing had been collected and estimated the work would not exceed $22,000; commissioners approved the expenditure with that caveat.

Staff noted that the competitive-procurement requirement in the town charter applies to expenditures over $20,000 and discussed alternatives such as informal pricing or rapid RFPs in the event work exceeds that threshold. Next steps: staff will proceed with the Mill Street materials purchase and the Market/Jefferson channel drain procurement consistent with procurement rules and will report back if formal bidding is required.
