Commission orders staff review of parking policies, including in-lieu fees and residential parking

Commissioners expressed concern that leasing spaces in the new downtown garage to developers could reduce the unrestricted public parking stock and effectively subsidize private development.

"If we wanna be clear, let's make some clear black and white commitments. How many unrestricted fully unrestricted spaces will there be in this thing?" Commissioner Christopher McVoy asked, urging explicit counts and funding clarity.

Vice Mayor Mimi May and others urged staff to study the in-lieu fee policy and residential parking options; Commissioners discussed industry-standard parking ratios, ADA and elevator constraints for relocated buildings, and the operational cost estimate the city would bear (operations & maintenance). The clerk recorded consensus for staff to examine parking policies (including residential parking and the in-lieu program) and report back with options and data.
