Eaton County plans five-year transition as jail millage expires; space study proposed

Chair DeRoche opened a budget session where Controller Ben Dawson laid out a multiyear projection showing the jail millage debt service ending in fiscal year 26/27 and a planned transition that will move approximately $1.7 million in personnel costs from the millage back into the general fund over five years. Dawson said the shift is built into the projection and will be phased so operating impacts are gradual.

Several commissioners pressed whether a smaller jail population makes it feasible to downsize the footprint or staff. A jail official replied that licensing and secure-housing requirements limit how much staff can be cut immediately and recommended a space study to determine safe redesign options. "We have licensing requirements from the state," the official said, noting command pods and segregation units must be staffed.

Dawson said the county anticipates a modest fund balance at the end of the transition and emphasized the projections assume both rising personnel costs and the millage wind-down. He added the county will request proposals and let the board approve any vendor for a space study, then weigh any renovation against compliance and safety requirements. The board did not take a formal vote on any renovation or staffing change at the meeting.
