Council approves $522,133 supplemental agreement for Heritage Trail East design; staff cites $6.3M TxDOT grant

Staff reported the Heritage Trail East project requires supplemental professional services with Park Hill Smith and Cooper Inc. (previously SRA). The supplemental agreement No. 2 is for $522,133 to update consultant rates and to cover additional engineering and submissions related to TxDOT review. "We're now, as you know, in 2026, they've changed their name to Park Hill, and they've done diligent work with us the whole time," staff said, and noted Park Hill helped secure a $6,300,000 grant from TxDOT that supports the project.

Council moved and unanimously approved the resolution authorizing execution of the supplemental agreement. Staff and a Park Hill representative were present to answer questions about the additional submittals and engineering tasks that prompted the supplemental scope and fee.
