Council approves FTA grant submittal and two interlocal agreements as transit staff outlines master plan work

Brian, transit staff, briefed the council on Round Rock Transit’s three core services — Round Rock Rides on‑demand (MOD), fixed-route service provided by Capital Metro, and ADA paratransit — and reviewed ridership and cost trends. He said the fixed-route service sees roughly 55,000 riders annually (~240 riders per service day) and that Round Rock Rides has expanded citywide with rapid growth after it moved beyond a pilot. "Our average ride rating on that service is 4.8 out of 5," Brian said.

Brian outlined next steps including updating virtual stop standard operating procedures and a Transit Master Plan to evaluate service integration, fleet needs, and contract renewals (ZTrip contract ends in two years). On the agenda, council approved (G8) submittal of Federal Transit Administration Section 5307 grant funds for transit, (G9) an amendment to the interlocal agreement with Capital Metro to stabilize service terms (two-year ILA), and (G10) a memorandum of understanding with Capital Metro allowing Round Rock to be a direct recipient of FTA Section 5307 and Section 5339 funds for FY2027–2028. Each of the three items passed by unanimous vote.
