Committee recommends part‑time deputy clerk/treasurer to protect elections and billing continuity

The Finance and Purchase Committee on Jan. 19 recommended that the Village of Bloomington create a part‑time deputy clerk/treasurer to maintain continuity for elections, utility billing and other clerical functions. Clerk Atterbury proposed a hired deputy who ‘‘could be formally appointed, take the official oath of office, and legally act on behalf of the clerk/treasurer when necessary,’’ and listed duties including answering phones, processing payments, assisting with licensing and elections, and maintaining records.

Committee members discussed cost and scope. The estimate presented was about $15,600 annually for a 20‑hour‑per‑week position at $15 per hour and about $23,400 for a 30‑hour position; the committee noted benefits would not be required if the position stayed under 32 hours per week. The committee agreed to recommend the position at 15–20 hours per week to the full board and to include limited cross‑training so the deputy could assist public works with filing and organization for roughly four hours a week.
