Committee defers $100,000 housing-assistance shelter request after split vote

Patty Mitrokostas, identified herself to the committee as "Patty Mitrokostas, I'm the principal director of strategic funding for housing assistance," and outlined a regional plan that she said is proceeding to Land Court after a local zoning board overturned a building-permit decision. She said any Dennis commitment would be contingent on a favorable Land Court result and that the organization had secured contributions from other towns.

Committee members raised timing, permitting and financial transparency concerns. Committee member (S6) pressed whether the applicant had effectively "double dipped" or retained funds from a partner buyout; S6 asked, "So you paid yourselves $3,000,000, and you now have $3,000,000 to advance this initiative if you choose to?" Housing Assistance (S8) replied that the $3,000,000 purchase was spent largely to buy out partners and that $400,000 had been used for relocation and moving costs, not the renovation. S5 moved to deny the application citing the absence of a building permit; that motion produced a 4-4 tie when voted. Later S4 moved to defer the application to the spring (annual) town meeting to allow time for Land Court outcomes and application timing; that deferral motion passed 5-3. The committee directed that, if litigation is resolved, the application can return for consideration in the normal application cycle and noted the organization could also withdraw without prejudice.
