Carlisle council approves Change Order #2 to add ADA sidewalk and crossing at City Hall

On July 17, 2026, the Carlisle City Council approved Change Order #2 for the School Street Phase 3 Project to add Americans with Disabilities Act (ADA) compliance for the sidewalk and crossing around City Hall. The motion to approve was made by Council member Tracey McAvoy and seconded by Andrya Carter; the roll call vote was recorded as 3-0 in favor.

City Engineer Mitch Holtz told the council the ADA work was not included in the project's original scope because of time and cost concerns, but that continued conversation about the project and damaged sidewalk panels installed by the contractor made the change order more sensible. Holtz said the work "would provide ADA compliance to the sidewalk and crossing around City Hall" and that the contractor would like to start next week. Council member Andrya Carter asked what finally prompted moving forward; Holtz said the issue had been discussed since the initial concept but the contractor-caused damage shifted the cost-benefit calculus.

Council member Rudy Cataldo asked whether the work would be fully ADA-compliant and what options existed if the project could not reach 100% compliance. Holtz responded that the work likely would meet ADA requirements but that a letter could be added to the project file if needed to document any remaining compliance issues. Holtz thanked the council for meeting late on a Friday to handle the matter. The approval authorizes the city to proceed with Change Order #2 for School Street Phase 3; the contractor indicated readiness to begin work the following week.
