Designers propose swale and on-site stormwater controls to address hill runoff

Residents told the committee that water flows from the city property have created standing water and silt in backyards and that prior grading did not adequately channel runoff. One resident described recurring overflow: "There's literally active stream that runs down here," and said that catch basins sometimes overflow onto nearby roads.

Tekton said the design will improve existing controls: the project will collect runoff from all permeable and paved areas into a stormwater system, build a swale to catch and redirect hillside flow away from the road and toward the site's infiltration areas, and include overflow controls for extreme events. Saladin said the team's goal is to "take the area here, not dump the water into our neighbors like it currently is. Collect it, maintain it, treat it, and manage it all within our work area itself." The team also acknowledged they cannot create new runoff toward neighbors and will aim to improve the existing conditions.

City staff said drainage concerns and specific remediation requests can be pursued with public works and raised at Planning & Zoning on Aug. 12. Tekton suggested the contractor will be required to avoid worsening off-site conditions during construction and that neighbors will have a point of contact for tracking problems such as tracked sediment.
