Adelanto approves Apollon 7 agreement to bring fast EV chargers, share revenue

The Adelanto City Council approved a contract services agreement with Apollon 7 Inc. to develop, install, operate and maintain electric-vehicle charging stations on designated city-owned parking areas. City Manager Andrew explained that Apollon 7 will cover construction and ongoing maintenance while the city will receive a share of revenue depending on charger type.

Apollon 7 CEO Harut told the council his company plans a mix of fast chargers and some Level 2 units, prioritizing Level 3 and Level 4 installations for highway travelers. "We recommend…only level 3 and level 4 charger[s] because we are a new technology company…and we're providing only super fast charger[s]," Harut said. Staff summarized the revenue terms as 40% of net revenue for Level 2 chargers and 20% of net revenue for Level 3 and 4 chargers, with contract minimums guaranteeing at least 20% of gross for Level 2 and 10% of gross for Level 3/4. Council voted to approve the agreement by voice vote.

Council members asked about station locations, interoperability with charging apps, and how many units would be Level 2 versus Level 3/4; Harut replied the company owns its chargers and software, expects a mix of units (for a six-location example: two Level 2, four Level 3/4), and said stations will appear in general EV station searches as well as via the company’s app. The contract was approved on the record; staff said there is no general-fund impact and that the agreement should generate net revenue for city funds depending on usage.
