Council directs staff to reject construction bids and rebid after concerns raised

Based on those concerns, staff recommended rejecting all bids and rebidding the project.

"We are recommending that the city reject all bids and rebid the project," the city attorney advised during new business, noting multiple correspondences and the need to resolve licensing and disclosure questions before awarding a contract. Council members pressed staff on the risk of missing grant deadlines; staff said they were not aware of any impending grant deadline tied to the bid but would confirm.

The council moved and seconded the recommendation to reject and rebid; the motion carried. Staff will return after the city addresses the identified questions and ensures procurement integrity before proceeding with an award.
