Adelanto staff recommends rejecting stadium bids and rebidding after bidder questions

City staff recommended rejecting all bids for the proposed stadium project and rebidding the work after receiving new information and correspondence concerning bidders. Todd told the council the materials raised questions about whether bidders held the required contractor license classes, whether bid documents were fully and honestly completed, and about past matters involving certain bidders; he said those issues made it prudent to reject and rebid rather than award a contract.

Mayor Gabriel Reyes expressed concern about missing potential seven-figure grant opportunities but Todd said he had not been informed of any imminent grant deadline tied to the current procurement. The council approved moving forward with rejection and rebid (staff will return with a revised procurement schedule). "If somebody submits intentionally false information to the city regarding city matters, that is potentially a crime," Todd said when asked about possible remedies. Council requested staff verify any grant windows and give a new schedule for reissuing the solicitation.
