The council approved a staff recommendation to contract with Havens Construction Company for a stormwater condition assessment (CCTV and cleaning) covering older pipes in the city core. Allison Abel presented the grant-backed project and said staff received four bids; Havens Construction was the lowest qualified bidder and meets the project criteria. The recommended contract amount is $225,520 and staff said the city will be reimbursed 50% through the Johnson County Stormwater Fund after invoicing.
Allison explained the work is preventive: camera inspection and ratings of pipe condition so the city can program future repairs rather than wait for sinkholes. The contract schedule is expected to start in early August with final completion by the end of November. Staff and council discussed contingency items such as spot repairs and unit pricing for additional cleaning work; Chad Thompson (contractor representative) noted that cleaning needs are an underground unknown that may increase costs but that unit prices were included in the contract.
