Council reallocates 2025B temporary notes to fund North Webster sewer extension

Council approved a resolution to reallocate surplus funds from several under-budget projects to add the North Webster sewer line to the work items funded by the city’s 2025B temporary notes. Staff reported the 199th Street improvements and other projects are running under budget and that a recent traffic-signal grant reduced required local share, freeing capacity in the existing borrowing package.

The resolution (2026 R-13) allows the city to use existing temporary note proceeds rather than issuing new debt to fund the North Webster Sewer Line (the line near the gas glass plant). Council voted 5-0 to approve the change; staff said this approach avoids the cost of a separate bond issuance and reuses previously authorized financing capacity.
