Clay County projects $8 million budget gap; staff points to 28 FTE eliminations and other cuts

Clay County officials said at a July 23 budget workshop that the county faces a baseline budget gap of $8,000,000 for the coming fiscal year.

"Our budget gap today is at $8,000,000," said MJ Roon of the Office of Management and Budget as staff outlined the baseline assumptions and next steps. Roon told the board the county had updated revenue projections following the property appraiser certification and had factored in a 3% personnel baseline and a 10% increase in the county's share of health-care costs.

Roon reviewed reductions already made: a personnel reduction of 28 full-time positions that the county estimates saved about $2.4 million, operational-project cuts of roughly $1.5 million, and additional savings from reduced purchases and contracts. She said some gaps will be bridged with transfers from the general fund and that departments also submitted reversions and reductions.

Commissioners and staff spent much of the workshop identifying further service-level adjustments and revenue opportunities, and several members emphasized they prefer options that avoid layoffs where possible. One commissioner summarized the board's direction as a request for staff to return with precise dollar estimates and the legal/operational implications of proposed cuts.

Staff said they will compile the board’s preferred cuts and revenue measures, quantify the expected savings, and return with a consolidated package to inform the millage-setting meeting and the August budget work sessions.
