Director Amy Rincon presented staff review and materials for D22, a site-plan amendment proposing a roughly 6,968-square-foot addition to Sagebrush Church in Enchanted Hills. Rincon said the proposal keeps the primary church use, adjusts internal circulation, and required easement coordination with the city; the Planning and Zoning Board recommended approval at its June 9 meeting.
Applicant representative Sergio Lazoya (Terra West) explained design details and parking analysis. Lazoya said staff applied the city's mixed-use parking standard and calculated a reduced requirement of 262 spaces; he said the site provides 274 spaces. He reported parking counts of 153 spaces occupied on May 3 and 199 occupied on May 10, both below the total available, concluding the site can accommodate the addition. Staff recommended approval with standard conditions; the governing body approved D22 by roll call.
The applicant confirmed easement adjustments were completed and agreed to address remaining reviewer comments as part of the final permitting process. The council recorded its approval and the applicant said they look forward to moving the project forward.
