Staff reports Mount Moriah surface-lot lease remains month-to-month; owner declined extension

Kyle updated the board on the Mount Moriah surface-lot agreement, saying the property owner "has no interest in doing anything else at this time" and that the current lease provides flexibility: "it's effectively a month to month, year to year lease" with provisions to reimburse a pro rata portion of changes if both parties agree.

Board members recommended clarifying signage and wayfinding to make clear public access to the lot, and staff said they would follow up with the lot owner (Pastor Blondin) to discuss signage and public access.

Staff emphasized that the current agreement imposes no long-term commitment and that any future work would be subject to the lease language and a pro rata reimbursement mechanism.
