Council approves project amendments and creates Fire Station and Police capital funds

The council approved several Finance Committee recommendations including an amendment to Task Order No. 37 (City Hall HVAC replacement) adding $17,825 to engage a structural engineer so the roof can support two new rooftop units (bringing the Task Order total to $47,825). Council also approved internal adjustments and additional fees for water- and stormwater-related task orders: a $6,000 budget transfer within Task Order No. 27 (Water Plant Project) and a $13,452 fee increase to Task Order No. 32 (South Lafayette Street Stormwater) to cover extended construction observation caused by WVDEP reviews. All motions were moved by Councilmember Arron Seams and carried unanimously.

In capital-authorizations, the council approved a transfer into the Rainy Day/Financial Stabilization Fund and created a Fire Station Capital Fund with a $1,296,671 transfer and a Police Department Capital Fund with a $300,000 transfer. Those transfers were presented as part of the FY2026 budget Revision No. 1 and were approved by the council without recorded dissent. The minutes indicate these authorizations align with the Finance Committee recommendations.
