Supervisors debate shifting to priorities-based budgeting as staff urge steady process this year

Committee members used a late-agenda item to discuss the county's budget process and possible moves toward a priorities-based approach.

Several supervisors said new members may not be familiar with the complexity of the budget cycle and recommended re-sharing materials from a multicommittee mandated-services review performed a few years ago. Supervisor Rowan and others argued the county should surface trade-offs explicitly—what mandated services might be reduced, and which discretionary services could be shifted—to inform prioritization. Another supervisor suggested committee-level strategic planning rather than a single countywide strategy so standing committees can align budgets with service-level objectives.

Staff (Ken and County Administrator Whit) noted the prior mandated-services exercise and said materials can be redistributed to newer supervisors. Multiple supervisors urged retaining the current budget schedule for this year to avoid disrupting fall budget timelines while committing to deeper process work and benchmarking in the coming months. The committee did not take action but asked staff to re-share prior analysis and to include prioritization context in fall budget materials.
