MSBA admits Robinson to feasibility study; agency pledges at least 48% reimbursement of eligible costs

The Robinson School Building Committee and design team told a joint tri-board meeting July 21 that the Massachusetts School Building Authority accepted Westford's Robinson submission in the first round of MSBA consideration and has "already committed to reimbursing 48% of the eligible costs of the project," a presenter said.

Dr. Chu and the design team explained the MSBA's role: the authority requires districts to analyze a range of options (base repair/code upgrade, addition/renovation, and new construction) and to demonstrate educational programming, space utilization, and cost-effectiveness as part of the feasibility process. "They have a stake in the process," the presenter told the committee, noting the reimbursement commitment shapes what options the MSBA will help fund and what the district must study.

Why that matters: MSBA reimbursement applies only to eligible building square footage and categories; site costs, certain ancillary work and any square footage beyond MSBA-accepted enrollments can be ineligible. The design team emphasized that reimbursement is applied after MSBA's detailed review and that a final Scope and Budget Agreement is not locked until schematic design, when the MSBA applies its formulas to the project budget.

The committee is proceeding with the MSBA-required steps, including public forums, an enrollment vote by the school committee in October and a site selection vote by the school building committee later that month. Presenters said the MSBA's participation makes it essential to maximize eligible instructional spaces in any chosen option and to minimize ineligible site and excess-space costs.
