The Cheyenne Public Services Committee recommended approval on second reading of an owner-petitioned annexation for land west of Roundtop Road and south of Happy Jack Road, which the applicant says will allow combining lots to expand North Range Business Park.
Connor White of the Planning and Development Department told the committee the property is about 60% contiguous to city limits and that the council previously approved an outside-user water agreement on June 22 allowing a water connection prior to annexation. "This is the annexation for that property," White said, noting staff had conducted a public hearing and received no other public comments. Brad Emmens, representing the owners, said the annexation would enable lot consolidation and park expansion.
Committee members asked about the site's current use and construction timeline; Dr. Renie noted the site appears to be used as a construction material storage lot and asked how long building would take. Staff said each building typically takes about a year and indicated two buildings were likely. With no further discussion, a motion to recommend approval on second reading passed and the item will be forwarded to the full council with that recommendation.
