Councilwoman Subbs outlines plan to limit soliciting hours and require registration

Councilwoman Subbs told the council the Legislative and Education Committee met July 16 and approved recommendations to change solicitation hours and require registration for door-to-door solicitors. "We approved requiring solicitors to register with the city before conducting door-to-door activities," she said, and the committee asked the law department to draft legislation for council consideration.

Subbs said the committee proposed weekday solicitation hours of 9:00 a.m. to 6:00 p.m., weekend hours of 12:00 p.m. to 5:00 p.m., and no solicitation on state or national holidays. The committee also discussed developing a solicitor identification badge and registration-tracking process, raised concerns about construction activity hours, and agreed to pursue formation of a council rules committee to establish written council procedures.
