Council delays decision on renewing GFL refuse and recycling contract; asks for benchmarking and fuel-escalator review

Interim city administrator Justin Barren presented two options to renew the city’s agreement with GFL for refuse and recycling service: a five-year renewal or a 10-year renewal, both with a fixed 3% annual increase. Barren recommended the 10-year option for long-term stability but acknowledged council concerns about benchmarking and fuel-escalator language.

Council members asked whether the proposed rates had been benchmarked against neighboring towns, how fuel-surcharge escalators would apply over a decade, and whether the contract included adequate exit provisions should service or technology change. Colin Dystro and others pressed for comparative data and for clarifying the threshold that triggers fuel surcharges. After discussion, council members moved and passed a motion to table the contract renewal for further research and to return at a subsequent meeting. No final renewal was approved.
