The Clinton County Council approved a contract with US Imaging to digitize approximately 440 deed and miscellaneous record books covering roughly 1830–1965, at a quoted total cost of $222,333.16. Recorder Kylie Mitchell told the council the project would scan fragile historic volumes on‑site, with initial scanning and image cleanup included; indexing into the county system (stage three) was billed separately and not included at this time. "The total investment was about 222,333.16," Kylie said while outlining the project scope.
Council members discussed storage and security, and Kylie explained US Imaging would bring equipment, the county would provide hard‑drive storage for TIFF images, and CSI (the county's software vendor) would later handle redaction of social security numbers and import to the records system. The council agreed to split the cost roughly between the recorder’s perpetuation fund and county general dollars and authorized the contract; Mark Mitchell abstained, citing a family connection. Staff were tasked with coordinating on-site security, vendor background checks and the CSI import timeline.
