BPAC votes to forward resolution asking City Council to add Mass Transit District representative

The Urbana Bicycle and Pedestrian Advisory Commission voted to forward an amended resolution to City Council asking that the city code be changed to add a Mass Transit District (MTD) representative as one of the organizations that may nominate a voting member to BPAC.

Carmen Franks, chair, read draft ordinance and resolution language amending chapter 23, article 11 (regulations for bicycles) to add an MTD representative. Commissioners raised several typographical and consistency edits during the reading; Bruce Michaelelsson and others suggested clarifying the committee name usage and removing an unused abbreviation. "If you all support the ordinance as it is drafted, then we approve this resolution and sign it," Franks said before the motion to forward. Annie Adams moved to forward the resolution to City Council; Nicholas Anant seconded, and, after an amendment motion to approve the resolution as amended (moved by Bruce Michaelelsson and seconded by Carmen Franks), the commission approved the amended resolution by voice vote.

The draft ordinance language read into the record would amend subsection 23-147A to allow a nominated representative from the Mass Transit District to serve among eleven appointed BPAC members. The commission voted only to forward the resolution to Council for consideration; the ordinance itself would require council action. The commission asked staff to prepare a memo and the amended language for council placement. The ordinance and resolution text as read contained multiple transcription typos; commissioners requested consistent references to the commission (BPAC) and removal of an unused MTD abbreviation before the materials are sent to Council.
