KTA board approves updated Title VI plan after staff outlines outreach and language assistance changes

The Knoxville Transit Authority voted to adopt an updated Title VI plan after staff summarized changes and outreach efforts. Isaac, a staff member, told commissioners the update includes a three-year summary of public outreach, a revised language assistance plan, newly consolidated CAAT service standards, membership guidance for non-elected boards and commissions, and updated demographics and service profile maps. "There was a summary of the public outreach and involvement activities undertaken in the last 3 years," Isaac said.

A commissioner praised the outreach work and asked about education targeted to seniors and youth. Isaac said the agency will ramp up school outreach next month and is evaluating stronger verification for the Youth Freedom Pass—moving from an honor system toward mobile ticketing or smart cards to ensure program integrity while increasing access. The board approved the plan by voice vote after a motion and second; staff said the final plan will be posted on the agency website and submitted to the Federal Transit Administration for review. The board did not record any opposing votes. The action closes this agenda item; staff will publish the plan and proceed with the outreach and filing steps described during the meeting.
