The Scotland County Planning Board voted June 4 to forward a major subdivision application for S and K Farms LLC (application 1030-26) to the county commissioners, clearing the way for nine residential lots to proceed to final plat review.
Board members and staff said the proposal would create five lots facing Aberdeen Road and four facing Harrod Morrison Road on the parcel listed as Scotland County Tax Map 435, block 010, parcel 18. The board discussed site details, market interest in nearby subdivided lots and whether any lots would be used for single-wide mobile homes or site-built houses; staff said the lots will be separately deeded and therefore not a mobile-home park.
Members raised safety and permitting questions related to a helipad used by the fire department near the site. During discussion the meeting cited FAA-related guidance referencing a 40–80-foot buffer and suggested using low-wattage, flush-mounted perimeter lighting to avoid glare for pilots. The board agreed final plat dimensions and any FAA approvals would be required before final acceptance.
The packet review also uncovered a paperwork issue: the copy of the application in the board packet lacked a date. Staff noted the payment receipt included a marking of '63026' and said they would take responsibility for correcting the dated copy before the final plat is submitted. The applicant's agent, Deborah Parker, confirmed the survey had been delivered separately and identified herself at the meeting: "My name is Deborah Parker. I'm his agent."
Jay Bond moved to approve the major subdivision application and forward it to the commissioners; the motion carried. "I make a motion that we approve the major subdivision application number 1030-26," the mover stated when offering the motion. The board voted in favor and the application will proceed to the county commissioners for final action.
