TWC approves five‑year adult education strategic plan for FY2026–2031

Staff presented the proposed Adult Education and Literacy (AEL) strategic plan for fiscal years 2026–2031, which staff said was developed in consultation with the Texas Workforce Investment Council and the AEL advisory committee. "The proposed plan incorporates several key federal and state policies, aligns with the no wrong‑door approach for integrated workforce services, and integrates mandates from AEL writers in Senate Bill One," Kathy Zarati told the commission.

Staff said the plan adds new indicators to measure student success, employment partnerships, and program efficiency. A commissioner moved to approve the strategic plan for submission to the Texas Legislature; the motion was seconded and the commission voted to approve the plan.
