TWC adopts AI ethics policy limiting public AI use and requiring secure agency tools

Deborah Simpson of the Office of General Counsel presented an AI ethics policy the Commission described as required under Senate Bill 1964 and aligned with the Texas Department of Information Resources (DIR) rules in Chapter 219 of the Texas Administrative Code. The policy requires employees to use approved secure AI tools, uphold data integrity and privacy, ensure human oversight, and avoid disclosing PII or non‑public agency data in public AI services.

A commissioner asked whether employees could use public AI tools to process public press releases and other public information. Simpson and staff explained the policy prohibits using public AI for TWC business to reduce risk that prompts could lead to disclosure of private information but noted secure, agency‑approved AI tools will be available for staff to use for public information. The Commission voted to adopt the policy.
