Council advances mobile-home rent-stabilization draft; red-line changes to be included at first reading

Councilors continued a prior workshop discussion on a draft mobile-home rent-stabilization ordinance and agreed to include specific red-line edits before returning the measure for first reading. Councilor Rachel Randall described months of deliberation and said the draft "creates real protections" — including limits on annual rent increases, documentation requirements when larger increases are requested, and a process for disputes to be heard by an independent rent-stabilization board.

Randall said the ordinance "recognizes that park owners should have the opportunity to recover legitimate costs and earn a fair return on their investment through the same transparent process," and she expressed her support for the draft. Staff and the mayor confirmed the red-line changes will be incorporated and that the revised draft should appear at the next regular city council meeting for first reading. No final vote was taken at the workshop stage.
